Participation of the ENU scientist in the international project "Increasing the openness of state archives in the former Soviet republics"

   From April 27 to 29, 2018 year, Arailym Musagaliyeva, Doctor of Historical science, Professor of the Department of History of Kazakhstan, participated in the International Conference "Openness of State Archives" organized by the Institute for the Development of Free Information (IDFI) in Tbilisi, Georgia. The conference was attended by representatives of 15 countries, including the United States, the Czech Republic, Poland, Great Britain, Germany, Georgia, Latvia and the project executors from Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Uzbekistan, Moldova, Russia, Ukraine. Among the participants were experts, historians, heads of state archives, lawyers, etc.

    Araylym Musagaliyeva participated in the conference as a participant in the international project "Increasing the openness of state archives in the former Soviet republics" as a representative of Kazakhstan. The project "Enhancing the Openness of State Archives in the Former Soviet Republics" was developed by the Free Information Development Institute for the participation of experts from different countries in a unique methodology for assessing the freedom of access to archival information, the result of which will in practice be the creation of a ranking of countries. The following topics are considered: international best practice in terms of archive accessibility, standards for openness of state archives in the post-Soviet states. To date, experts have proposed 78 points that affect all aspects of access to information in archives.

     The methodology covers all the main components of the openness of state archives: from the legislative base, to access to archival documents in the reading room, through online sources, and the freedom to access archival documents and relevant databases (online sources, catalogs, inventories, etc.). Also, the existing archival laws on archives, as well as other relevant laws of each country, were analyzed.

       Araylym Musagaliyeva presented a report on the topic: "Access to archives in Kazakhstan". The report prepared an analytical review on the development of archive workings in the Republic of Kazakhstan. A comparative review of the publication of the collections of documents of Russia and Kazakhstan was also made. She elaborated on the problem of declassifying documents by Kazakh archives in the context of the Law of the Republic of Kazakhstan "On the Rehabilitation of Victims of Mass Political Repressions" of April 14, 1993. And

the Law of the Republic of Kazakhstan "On the National Archival Fund and Archives" dated December 22, 1998 was discussed. She also talked in detail about her experience of working with archives and about the process of declassifying archival documents in Kazakhstan's archives.

      The conference was held at a high level. The great and fruitful work of scientists from many countries led to the conclusion that it is necessary to conduct work on full access to the archives of researchers. To date, access to archives remains a critical issue for Kazakhstan.
